Scope of Work

AHF is launching a project to increase the representation of Indigenous, Black, and racialized women in leadership and decision-making roles in Canadian workplaces. The project will help employers build equity into their talent management practices and systems (how they recruit, develop, evaluate, retain and promote people) using an intersectional approach known as Gender-based Analysis Plus (GBA+).

AHF is seeking an HR consultant for the first phase of the project, from December 1, 2026 to March 31, 2027. The consultant will work with AHF to begin co-creating a practical framework that helps employers apply an equity lens at each stage of the employee lifecycle, from recruitment and performance management to promotion, succession and exit. The consultant will ensure the framework reflects real talent management practices, processes, and decision making. This is a contract engagement of approximately 120–150 hours over the four-month term, working with the AHF team and a multi-regional Advisory Committee.

This work will include the following activities:

  • Support AHF in conducting research, including a scan of leading practices in equitable talent management from Canadian and international organizations.
  • Review AHF’s national research findings and translate them into HR terms, identifying the talent processes and decision points where barriers occur at each lifecycle stage.
  • Help design a needs assessment tool and support the start of needs assessments with organizations.
  • Begin co-creating framework components with AHF and the Advisory Committee.
  • Attend AHF team meetings and monthly Advisory Committee meetings as needed, and coordinate with the project team. 

Deliverables include:

  • Research and summary of leading practices in equitable talent management
  • Input on needs assessment tools
  • Initial map of key talent decision points across the employee lifecycle
  • Recommended HR metrics and draft framework outline
  • End-of-term summary of progress and recommendations for the next phase

The budget for this phase of the project is $21,000 from December 1, 2026 – March 31, 2027.

Accelerate Her Future may invite the consultant to continue into later phases of the project. Continuation will be based on project needs, successful completion of deliverables and continued project funding.

Qualifications and Evaluation Guidelines

AHF is seeking proposals from consultants who possess the following qualifications:

  • At least 5 years of experience in HR consulting, talent management or organizational development, with a focus on private-sector organizations
  • Hands-on experience designing or redesigning talent processes, such as performance management, promotion, succession planning and leadership development
  • Demonstrated experience advancing equity, inclusion or fairness in talent processes
  • Experience researching leading HR practices and turning them into practical tools and guidance
  • Experience advising leaders and HR teams through organizational change
  • Familiarity with Gender-based Analysis Plus (GBA+), intersectional analysis or similar equity framework
  • Assets: A professional HR designation (CHRP, CHRL or CPHR); ability to work in French; experience with workforce data and HR metrics;lived or professional experience with Indigenous, Black and racialized communities

 

Proposals should include the following details:

  • A short bio of the consultant(s)
  • A brief description of the consultant’s qualifications with explicit reference to experience reviewing or redesigning talent processes to reduce bias or improve equitable outcomes
  • A summary of previous experience providing similar support or services
  • A work plan that outlines your approach to delivering key activities and deliverables between December 2026 and March 2027
  • A detailed budget
  • Two references from private-sector organizations

 

Please limit proposals to five (5) pages. Incomplete RFPs or submissions that do not align with the guidelines above will not be considered. Accelerate Her Future will notify shortlisted applicants about next steps by November 6.
