Scope of Work

AHF is launching a multi-year project to increase the representation of Indigenous, Black, and racialized women in leadership and decision-making roles in Canadian workplaces. The project will help medium- and large-sized employers build equity into their talent management systems: how they recruit, develop, evaluate, retain and promote people. It does this by applying Gender-based Analysis Plus (GBA+) at each stage of the employee lifecycle.

AHF is seeking a Gender Equity Monitoring and Evaluation (M&E) Consultant to serve as the project’s evaluator. The consultant will lead monitoring and evaluation from start to finish. They will bring a GBA+ and private-sector lens to how the project measures outcomes.

The consultant will build the tools, collect and analyze the data, manage the M&E workstream, and write the reports.

The initial contract term is December 1, 2026 to March 31, 2027. AHF intends to renew annually through August 31, 2029, subject to performance and continued funding.

This work will include the following activities:

M&E planning and management

  • Lead M&E strategy and planning, including the evaluation approach, the measurement plan and a four-year M&E workplan
  • Manage the M&E workstream day to day in Asana, including milestones, data collection schedules, risks and deliverables
  • Coordinate evaluation activities with the project team, partners and translation providers
  • Provide quarterly M&E updates on progress, emerging findings, and risks to data quality or timelines

Evaluation design

  • Develop the project’s theory of change and logic model
  • Develop an evaluation plan aligned with the funder’s required outcomes and indicators and with the project’s lifecycle indicators
  • Establish baseline measures in Year 1
  • Provide feedback loops in real time throughout the project
  • Apply GBA+ and intersectional analysis to the evaluation design
  • Design measures of change suitable for private-sector employers
  • Design quantitative and qualitative tools, including surveys, pre- and post-assessments, interview and focus group guides, and feedback forms
  • Develop consent, privacy and data management protocols for data collection

Monitoring

  • Monitor activities, outputs and indicators throughout the project
  • Maintain an indicator tracker
  • Verify output data provided by the project team
  • Align indicator reporting periods with the funder’s reporting schedule

Data collection and analysis

  • Collect data across project phases and regions across the country
  • Assess framework, learning modules and tools developed for private-sector companies
  • Track participation and results
  • Analyze quantitative and qualitative data, including disaggregated data

Learning and reporting

  • Share findings with the project team at key points to refine the framework and tools
  • Draft the results and outcomes sections of progress reports to funder
  • Prepare an interim evaluation report
  • Prepare the external final evaluation report, with findings and recommendations for scaling systemic change
